二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：根据《政府采购促进中小企业发展办法》等规定，本项目专门面向中小企业采购。中小企业应当按照规定提供《中小企业声明函》。        

(b)Qualification requirements to be met to implement government procurement policies: In accordance with the Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement and other relevant regulations, this project is specifically open to small and medium-sized enterprises. Small and medium-sized enterprises shall provide a Small and Medium-sized Enterprise Declaration Letter in accordance with the relevant regulations.        

(c)本项目的特定资格要求：3、本项目不接受联合投标。
